TEL AVIV: US Defense Secretary Lloyd Austin discussed with Israeli leaders Monday ways to scale back major combat operations in Gaza but said Washington was not imposing a timetable despite international calls for a ceasefire.
Austin and other US officials have repeatedly expressed concern about the large number of civilian deaths in Gaza, even while underscoring American backing for Israel’s campaign aimed at crushing Hamas. Neither side elaborated Monday on what needed to change on the ground for a shift to more precise operations after weeks of devastating bombardment and a ground offensive.
At a press conference alongside Israeli Defense Minister Yoav Gallant, Austin said, “This is Israel’s operation. I’m not here to dictate timelines or terms.” The US has vetoed calls for a ceasefire at the UN and rushed munitions to Israel.
Prime Minister Benjamin Netanyahu has insisted that Israel will keep fighting until it ends Hamas rule in Gaza, crushes its formidable military capabilities and frees the dozens of hostages still held in Gaza since the deadly Oct. 7 attack inside Israel that ignited the war.
Israeli protesters have demanded the government relaunch talks with Hamas on releasing more hostages after three were mistakenly killed by Israeli troops.
Talks were underway Monday to broker freedom for more hostages, as CIA Director William Burns met in Warsaw with the head of Israel’s Mossad intelligence agency and the prime minister of Qatar, a US official said. It was the first known meeting of the three since the end of a weeklong ceasefire in late November, during which some 100 hostages were freed in exchange for the release of around 240 Palestinians held in Israeli prisons.
More than 100 people were killed in Israeli strikes on residential buildings in northern Gaza on Sunday, a Health Ministry official in the Hamas-run territory said.
The 10-week-old war has killed more than 19,000 Palestinians and transformed much of the north into a moonscape. Some 1.9 million Palestinians — nearly 85 percent of Gaza’s population — have fled their homes, with most packing into UN-run shelters and tent camps in the southern part of the besieged territory.
US pressure on Israel
Austin, who arrived in Israel with Joint Chiefs Chairman Gen. CQ Brown, said he and Israeli officials exchanged “thoughts on how to transition from high intensity operations” and how to increase the flow of humanitarian aid to Gaza.
American officials have called for targeted operations aimed at killing Hamas leaders, destroying tunnels and rescuing hostages. Those calls came after US President Joe Biden warned that Israel is losing international support because of its “indiscriminate bombing.”
Speaking alongside Austin, Gallant said only that “the war will take time.” Last week, Gallant said Israel would continue major combat operations for several more months.
European countries also appear to be losing patience. “Far too many civilians have been killed in Gaza,” EU foreign policy chief Josep Borrell posted on X. “Certainly, we are witnessing an appalling lack of distinction in Israel’s military operation in Gaza.”
Under US pressure, Israel provided more precise evacuation instructions earlier this month as troops moved into the southern city of Khan Younis. Still, casualties have continued to mount and Palestinians say nowhere in Gaza is safe as Israel carries out strikes in all parts of the territory.
Israel reopened its main cargo crossing with Gaza to allow more aid in — also after a request from the US — but the amount is less than half of prewar imports, even as needs have soared and fighting hinders delivery in many areas. Israel blocked entry off all goods into Gaza soon after the war started and weeks later began allowing a small amount of aid in through Egypt.
Human Rights Watch on Monday accused Israel of deliberately starving Gaza’s population — which would be a war crime — pointing to statements by senior Israeli officials expressing the intent to deprive civilians of food, water and fuel or linking the entry of aid to the release of hostages.
Unprecedented death and destruction
The war began with an unprecedented surprise attack by Hamas that overwhelmed Israel’s border defenses. Thousands of militants rampaged across southern Israel, killing some 1,200 people, mostly civilians, and abducting around 240 men, women and children.
Hamas and other militants are still holding an estimated 129 captives after most of the rest were freed in return for Israel’s release of 240 Palestinian prisoners during a truce last month. Hamas has said no more hostages will be released until the war ends.
More than 19,400 Palestinians have been killed, according to the Health Ministry, which has said most are women and minors, and that thousands more are buried under the rubble. The ministry does not differentiate between civilian and combatant deaths.
Israel’s military says 127 of its soldiers have been killed in the Gaza ground offensive. It says it has killed thousands of militants, without providing evidence.
Israel blames civilian deaths on Hamas, saying it uses them as human shields. But the military rarely comments on individual strikes.
At least 110 people were killed in Israel’s bombardment of residential buildings in the urban Jabaliya refugee camp in northern Gaza on Sunday, Munir Al-Boursh, a senior Health Ministry official, told Al Jazeera television.
The area has seen heavy fighting in recent days. “No one can retrieve the martyrs or take the wounded to hospitals,” said Amal Radwan, who is staying at a UN shelter in Jabaliya.
The military released pictures of what it said was around $1.3 million in Israeli currency found in the home of a senior Hamas operative in the camp.
Regional tensions
Yemen’s Houthi militia continued attacks on shipping in the Red Sea in a campaign that has prompted a growing list of companies to halt their operations in the major trade route. The latest company was oil and natural gas giant BP, which said Monday it was suspending shipments through the Red Sea.
Multiple projectiles were fired at the Swan Atlantic, a Cayman Islands-flagged tanker, in the Red Sea off Yemen on Monday, a US official said. The USS Carney, an American warship, responded, the official said without providing further details. The official was not authorized to speak publicly about the attack and so spoke on condition of anonymity.
Brig. Gen. Yahya Saree, the Houthi military spokesman, confirmed the attack and said the group would continue targeting ships bound for Israeli ports as long as the blockade of Gaza continued.
The tanker was not heading toward Israel, according to ship tracking website VesselFinder, and there was no indication it was linked to the country.
Austin said he would hold talks Tuesday morning with his counterparts in the Middle East and beyond on an international coalition to respond to the attacks. “It is an international problem. That’s why it deserves an international response,” he said.
Israel and Lebanon’s Hezbollah have traded fire along the border nearly every day since the war began, In the Israeli-occupied West Bank, over 300 Palestinians have been killed since the start of the war, including four overnight during an Israeli military raid in the Faraa refugee camp, according to the Palestinian Health Ministry.
This has been the deadliest year for Palestinians in the West Bank since 2005. Most have been killed during military raids, which often ignite gunbattles, or during violent demonstrations.

BEIJING: Beijing on Friday warned Berlin against “manipulation and smearing” China in spying cases, after German police opened an espionage probe into a Chinese national.
“We hope that the German side will... stop using so-called espionage cases to engage in manipulation and smearing, and earnestly safeguard the legitimate rights and interests of Chinese citizens in Germany,” foreign ministry spokesman Lin Jian said.
German media reported that a Chinese man was detained by security guards before he was arrested by police after taking photographs at the Kiel-Wik naval base on December 9.
The northern port is home to German naval installations and shipyards of the defense giant Thyssenkrupp, which builds submarines there.
Beijing on Friday said it was “not aware” of the specific case.
But Lin said China “has always required its citizens overseas to comply with local laws and regulations.”
Germany in early October said it had arrested a Chinese woman accused of spying on the country’s defense industry while working in a logistics company, including at Leipzig airport in eastern Germany.
Named only as Yaqi X., she allegedly reported to another suspected Beijing agent now under arrest, Jian G., who was working in the office of a German far-right member of the European Parliament, Maximilian Krah.
News magazine Der Spiegel, citing unnamed security sources, said that 38-year-old Yaqi X. had especially targeted the arms giant Rheinmetall, which is involved in making Leopard tanks and uses Leipzig airport for cargo flights.
Malaysia to resume search for wreckage of missing MH370 flight

KUALA LUMPUR: Malaysia has agreed in principle to resume the search for the wreckage of missing Malaysia Airlines Flight MH370, its transport minister said on Friday, more than 10 years after it disappeared in one of the world’s greatest aviation mysteries.
Flight MH370, a Boeing 777 carrying 227 passengers and 12 crew, vanished en route from Kuala Lumpur to Beijing on March 8, 2014.
Transport Minister Anthony Loke said the proposal to search a new area in the southern Indian Ocean came from exploration firm Ocean Infinity, which had also conducted the last search for the plane that ended in 2018.
The firm will receive $70 million if wreckage found is substantive, Loke told a press conference.
“Our responsibility and obligation and commitment is to the next of kin,” he said.
“We hope this time will be positive, that the wreckage will be found and give closure to the families.”
Malaysian investigators initially did not rule out the possibility that the aircraft had been deliberately taken off course.
Debris, some confirmed and some believed to be from the aircraft, has washed up along the coast of Africa and on islands in the Indian Ocean.
More than 150 Chinese passengers were on the flight, with relatives demanding compensation from Malaysia Airlines, Boeing, aircraft engine maker Rolls-Royce and the Allianz insurance group among others.
Malaysia engaged Ocean Infinity in 2018 to search in the southern Indian Ocean, offering to pay up to $70 million if it found the plane, but it failed on two attempts.
That followed an underwater search by Malaysia, Australia and China in a 120,000-square-kilometer area of the southern Indian Ocean, based on data of automatic connections between an Inmarsat satellite and the plane.
In latest challenge to army, Islamabad judge suspends order requiring vetting of TV news analysts

ISLAMABAD: Justice Babar Sattar of the Islamabad High Court (IHC) this week suspended an order by the Pakistan Electronic Media Regulatory Authority instructing TV channels to seek clearance from the military’s media wing before inviting retired military officers on current affairs programs as analysts.
Sattar was hearing a case challenging the much-debated April 2019 PEMRA notification, following which the Inter-Services Public Relations (ISPR) had released a list of 26 retired officers that it said were allowed to appear as defense analysts.PEM
“The Islamabad High Court has suspended a Pemra’s notification requiring defense analysts to obtain clearance from the ISPR before appearing on television programs,” Pakistan’s Dawn newspaper reported.
Most major Pakistani media outlets also reported on the development.
“Based on the presented arguments, the court suspended the notification, stating that it would remain ineffective until a final decision is announced in the case.”
The next hearing is scheduled for Feb. 11, 2025.
At a hearing of the case in September, Sattar had questioned the federal government on the military media wing’s “exclusive right” to decide who qualified to appear on TV as a defense analyst. The court also questioned why PEMRA had issued that notification in the first place and whether it had received a request from within the Pakistan army or ISPR.
PEMRA’s lawyer sought more time from the court to respond.
“Let PEMRA produce before the Court the original noting file on the basis of which the impugned notification was processed, recommended and issued to assist the Court as to why PEMRA felt the need to issue the said notification,” Justice Sattar wrote.
During that hearing, the court had asked PEMRA’s counsel about the watchdog’s authority to regulate the content of discussions on TV and issue directions for the pre-clearance of individuals by ISPR or others.
PEMRA’s lawyer pointed to Section 20-A of the PEMRA Ordinance, which relates to the obligation of licensees to uphold the sovereignty, integrity and security of Pakistan.
“When asked as to what does pre-clearance of individuals providing content on TV have to do with the sovereignty or security of Pakistan and how can PEMRA impose a prior restraint on speech, the learned counsel for PEMRA seeks further time to assist the Court,” the written order had read.
Pakistani journalist bodies and many journalists have long accused the government and the powerful military of censoring the press. Both deny allegations and insist they do not suppress the freedom of the press.
Sattar’s new order is not his first challenge to the army. He was among six Islamabad High Court judges who earlier this year wrote a letter to the Supreme Judicial Council watchdog and accused the military’s ISI spy agency of intimidating and coercing them over legal cases, particularly “politically consequential” ones.
The judges provided various examples of alleged interference, including a case concerning Pakistan’s imprisoned former prime minister Imran Khan. The letter also mentioned incidents where the judges said their relatives were abducted and tortured and their homes were secretly surveilled, aiming to coerce them into delivering favorable judgments in specific cases.
The army denies it interferes in political matters. It has so far refrained from commenting on the judges’ letter regarding the ISI’s alleged interference and intimidation.

KARACHI: In Pakistan’s largest city, cars inch forward in bumper-to-bumper traffic. But some seamlessly carve through the jam: SUVs flanked by Toyota Hilux pickup trucks.
The Hilux has become a symbol of power, affluence and intimidation in a society marked by significant class divisions.
“The vehicle carries an image that suggests anyone escorted by one must be an important figure,” 40-year-old politician Usman Perhyar told AFP.
“It has everything — showiness, added security and enough space for several people to sit in the open cargo bed.”
On Karachi’s chaotic roads, Hiluxes part the traffic, speeding up behind cars and flashing their lights demanding drivers move out of their way.
The Hilux first became popular among feudal elites for its reliability in rural and mountain regions.
But in recent years, the “Dala,” as it is locally known, has soared in popularity as an escort vehicle among newly successful urban business owners.
Guards with faces wrapped in scarves and armed with AK-47s can be packed into the back of the truck, its windows blacked out.
“It is a status symbol. People have one or two pickups behind them,” said Fahad Nazir, a car dealer based in Karachi.
The Hilux debuted in 1968, but the model that became popular in Pakistan was the mid-2000s Hilux Vigo.
It was later upgraded and rebranded as the Revo, with prices ranging from 10 to 15 million rupees (approximately $36,000 to $54,000).
Their prices have remained steady and they retain excellent resale value in a market traditionally dominated by their manufacturer, Toyota.
“Amongst whatever luxury items we have, this is the fastest-selling item,” car seller Nazir told AFP.
Dealers say there was a spike in rentals during February’s national elections.
“I swear to God, you can’t run an election without a Revo,” said Sajjad Ali Soomro, a provincial parliamentarian from Imran Khan’s Pakistan Tehreek-e-Insaf (PTI) party.
In the eastern city of Gujrat, politician Ali Warraich — from the ruling Pakistan Muslim League-Nawaz party — finds it essential to travel with an escort of two of the trucks.
They allow him to navigate off-road terrain to attend dozens of weddings and funerals a month.
“Politics without this vehicle has become nearly impossible,” he tells AFP. Without one, he argues, potential supporters could question his influence and turn toward competitors.
“As a result, it has become a basic necessity,” he said.
The truck has also become a trademark in the suppression of dissenting voices, activists told AFP, with the word “Dala” serving as a euphemism for military intelligence agencies involved in covert operations.
The unmarked cars with plainclothes men inside were used extensively by authorities rounding up senior PTI leaders and officials in recent crackdowns — reinforcing the vehicle’s notorious reputation.
“Every time I see this vehicle on the road, I go through the same trauma I endured during my custody with agencies,” said one PTI member who was picked up earlier this year.
Former leader Khan was bundled into a black Dala by paramilitary soldiers when he was arrested in May 2023 in the capital Islamabad, a detention he blamed on the powerful military leadership.
He later accused political heavyweight and three-time prime minister Nawaz Sharif of trying to win the election “through Vigo Dala” — a swipe alleging the military was “carrying” his campaign.
Pakistani poet and activist Ahmad Farhad, known for criticizing the military’s involvement in politics, was taken away in a Hilux after a raid on his home in May by what he said were intelligence agencies.
“Sometimes, they park these vehicles around or behind my car, sending a clear message: ‘We are around’,” he told AFP. “A Dala aligns with their business of spreading fear, which they take great satisfaction in.”
In Karachi, a city rife with street crimes, the imposing Dala deters even outlaws.
“A typical mobile snatcher would opt for maybe looting a car as opposed to a truck,” said 35-year-old automobile enthusiast Zohaib Khan.
Increased street crime has led to more security checks by police, further slowing down movement across the city. But Hiluxes are immune.
Police “don’t typically stop me because they feel that I might be someone who might impact them in a bad way or harm them in some way or the other,” Khan said.
France’s Macron to visit Mayotte shantytowns wrecked by Cyclone Chido

MAMOUDZOU: French President Emmanuel Macron was due on Friday to visit shantytowns in Mayotte ravaged by Cyclone Chido on the second day of a visit where he has faced calls to speed up relief to the Indian Ocean archipelago.
Officials in France’s poorest overseas territory have only been able to confirm 31 fatalities more than six days after the cyclone, the strongest to hit Mayotte in 90 years, but some have said they fear thousands could have been killed.
Some of the islands’ worst-affected neighborhoods, hillside shantytowns comprised of flimsy huts largely inhabited by undocumented migrants, have not yet been accessed by rescue workers.
Macron decided to extend his stay and spend the night in Mayotte after residents pleaded with him to do so.
“I think it’s a sign of respect and consideration that is important to me and which allows me to see a little more of what the population is going through,” he told reporters late on Thursday.
During the first day of his visit, Macron faced criticism and boos from some Mayotte residents for what they called his government’s sluggish response to the cyclone.
Macron said authorities were quickly scaling up support and called for unity. In a heated exchange with a jeering crowd in the evening, he defended the government against charges it neglects Mayotte.
“You are happy to be in France. If it wasn’t for France, you would be 10,000 times worse off,” he said, using an expletive.
Aboubacar Ahamada Mlachahi was one of many people struggling to secure basic needs.
“What matters first is water, for the children. Before fixing the houses, before fixing anything, the daily life... We need water,” he told Reuters.
The 34-year-old construction worker, who is originally from Comoros, said his house was destroyed by the cyclone and he is now squatting on a hillside at Longoni, Mayotte’s freight port.
“Everything is gone,” he said.
Undocumented migrants
Authorities have warned it will be difficult to establish a precise death toll in a territory that is home to large numbers of undocumented migrants from Comoros, Madagascar and other countries. Official statistics put Mayotte’s population at 321,000, but many say it is much higher.
Some victims were buried immediately, in accordance with Muslim tradition, before their deaths could be counted.
Three out of four people live below the national poverty line in Mayotte, which remains heavily dependent on support from metropolitan France.
Chido also killed at least 73 people in Mozambique and 13 in Malawi after reaching continental Africa, according to officials in those countries.
