TAMPA, Florida: Hurricane Milton crashed into Florida as a Category 3 storm Wednesday, pounding the coast with ferocious winds of over 100 mph (160 kph), heavy rain and producing a series of tornadoes around the state. Tampa avoided a direct hit.
The cyclone had maximum sustained winds of 120 mph (205 kph) as it roared ashore 8:30 p.m. near Siesta Key, the Miami-based National Hurricane Center said. Siesta Key is a prosperous strip of white-sand beaches that’s home to 5,500 people about 70 miles (112 kilometers) south of Tampa. The Tampa Bay area has not taken a direct hit from a major hurricane in more than a century, but the storm was still bringing a potentially deadly storm surge to much of Florida’s Gulf Coast, including densely populated areas such as Tampa, St. Petersburg, Sarasota and Fort Myers.
The National Weather Service said flash flooding was occurring in the Tampa Bay area, including St. Petersburg, where over 16 inches (41 centimeters) of rain has fallen so far.
Heavy rains were also likely to cause flooding inland along rivers and lakes as Milton traverses the Florida peninsula as a hurricane, eventually to emerge in the Atlantic Ocean on Thursday.
More than 1.5 million homes and businesses were without power Wednesday night in Florida, according to poweroutage.us, which tracks utility reports. The highest number of outages were in Hardee County, as well as neighboring Sarasota and Manatee counties.
About 125 homes were destroyed before the hurricane even made landfall, many of them mobile homes in communities for senior citizens, Kevin Guthrie, the director of the Florida Division of Emergency Management, said.
About 90 minutes after making landfall Wednesday night, Milton was centered about 20 miles (30 kilometers) northeast of Sarasota and had weakened slightly with maximum sustained winds of 110 mph (175 kph), becoming a Category 2 storm, the hurricane center reported. It was moving east-northeast at 16 mph (26 kph).

The National Weather Service Hurricane Center in Miami says the sustained wind speeds of Hurricane Milton have slowed to around 110 miles per hour (175 km/h), dropping the tropical storm to a Category 2 hurricane.
Milton slammed into a Florida region still reeling from Hurricane Helene, which caused heavy damage to beach communities with storm surge and killed a dozen people in seaside Pinellas County alone.
Earlier, officials issued dire warnings to flee or face grim odds of survival.
“This is it, folks,” said Cathie Perkins, emergency management director in Pinellas County, which sits on the peninsula that forms Tampa Bay. “Those of you who were punched during Hurricane Helene, this is going to be a knockout. You need to get out, and you need to get out now.”
By late afternoon, some officials said the time had passed for such efforts, suggesting that people who stayed behind hunker down instead. By the evening, some counties announced they had suspended emergency services.
Multiple tornadoes spawned by the hurricane tore across Florida, the twisters acting as a dangerous harbingers of Milton’s approach. Videos posted to social media sites showed large funnel clouds over neighborhoods in Palm Beach County and elsewhere in the state.
Milton was expected to remain a hurricane as it plowed across the state, including the heavily populated Orlando area, through Thursday.
The storm threatened communities still reeling two weeks after Hurricane Helene flooded streets and homes in western Florida and left at least 230 people dead across the South. In many places along the coast, municipalities raced to collect and dispose of debris before Milton’s winds and storm surge could toss it around and compound any damage. Surge was projected to reach as high as 9 feet (2.7 meters) in Tampa Bay.

Jackie Curnick said she wrestled with her decision to stay and hunker down at home in Sarasota, just north of where the storm made landfall. But with a 2-year-old son and a baby girl due Oct. 29, Curnick and her husband thought it was for the best.
Curnick said they started packing Monday to evacuate, but they couldn’t find any available hotel rooms, and the few they came by were too expensive.
She said there were too many unanswered questions if they got in the car and left: Where to sleep, if they’d be able to fill up their gas tank, and if they could even find a safe route out of the state.
“The thing is it’s so difficult to evacuate in a peninsula,” she said. “In most other states, you can go in any direction to get out. In Florida there are only so many roads that take you north or south.”
The famous Sunshine Skyway Bridge, which spans the mouth of Tampa Bay, closed around midday. Other major bridges also closed.
At a news conference in Tallahassee, Gov. Ron DeSantis described deployment of a wide range of resources, including 9,000 National Guard members from Florida and other states; over 50,000 utility workers from as far as California; and highway patrol cars with sirens to escort gasoline tankers to replenish supplies so people could fill up their tanks before evacuating.
“Unfortunately, there will be fatalities. I don’t think there’s any way around that,” DeSantis said.
Heavy rain and tornadoes lashed parts of southern Florida starting Wednesday morning, with conditions deteriorating throughout the day. Six to 12 inches (15 to 31 centimeters) of rain, with up to 18 inches (46 centimeters) in some places, was expected well inland, bringing the risk of catastrophic flooding.
One twister touched down Wednesday morning in the lightly populated Everglades and crossed Interstate 75. Another apparent tornado touched down in Fort Myers, snapping tree limbs and tearing a gas station’s canopy to shreds.
Authorities have issued mandatory evacuation orders across 15 Florida counties with a total population of about 7.2 million people. Officials warned that anyone staying behind must fend for themselves, because first responders were not expected to risk their lives attempting rescues at the height of the storm.
St. Petersburg Mayor Ken Welch told residents to expect long power outages and the possible shutdown of the sewer system.
In Charlotte Harbor, about 100 miles (160 kilometers) south of Tampa, clouds swirled and winds gusted as Josh Parks packed his Kia sedan with clothes and other belongings. Two weeks ago, Helene’s surge brought about 5 feet (1.5 meters) of water to the neighborhood, and its streets remain filled with waterlogged furniture, torn-out drywall and other debris.
Parks, an auto technician, planned to flee to his daughter’s home inland and said his roommate already left.
“I told her to pack like you aren’t coming back,” he said.
By early afternoon, airlines had canceled about 1,900 flights. SeaWorld was closed all day Wednesday, and Walt Disney World and Universal Orlando shut down in the afternoon.
More than 60 percent of gas stations in Tampa and St. Petersburg were out of gas Wednesday afternoon, according to GasBuddy. DeSantis said the state’s overall supply was fine, and highway patrol officers were escorting tanker trucks to replenish the supply.
In the Tampa Bay area’s Gulfport, Christian Burke and his mother stayed put in their three-story concrete home overlooking the bay. Burke said his father designed this home with a Category 5 in mind — and now they’re going to test it.
As a passing police vehicle blared encouragement to evacuate, Burke acknowledged staying isn’t a good idea and said he’s “not laughing at this storm one bit.”

Vientiane: US Secretary of State Antony Blinken arrived in Laos on Thursday for the East Asia Summit, where he will push a firm line on Myanmar’s junta and Beijing’s assertive actions in the South China Sea.
In a shift of focus after exhaustive diplomacy on the Middle East crisis, the top US diplomat landed in Vientiane where he will represent the United States at the annual Southeast Asian-led meetings, which President Joe Biden is skipping for the second straight year.
The summit will bring Blinken and Russian Foreign Minister Sergei Lavrov to the same room, but no talks between the two are expected, with the Biden administration believing Moscow is insincere in its calls for peace talks on Ukraine.
Myanmar is sending a representative to a top-level gathering of the ASEAN bloc for the first time in more than three years, as diplomats push to kickstart diplomacy with the military junta.
Daniel Kritenbrink, the top US diplomat for East Asia, said ahead of the summit that the United States supported ASEAN’s efforts but would advocate sustained pressure on the military regime.
“Unfortunately, we have seen virtually zero progress” from the junta on priorities such as freeing political prisoners and reducing violence with ethnic fighters, he said.
Blinken, who met two weeks ago with his Chinese counterpart in New York, will also back efforts by Southeast Asia to raise concerns with Beijing about its increasingly assertive claims in the South China Sea.
While the Middle East is not expected to dominate discussions in Laos, Blinken will meet later Thursday with Malaysian Prime Minister Anwar Ibrahim, who has been vocally critical of US support for Israel.
US officials privately say they understand the political pressure in the Muslim-majority country and that they seek a cooperative relationship with Anwar, who enjoyed strong advocacy from Washington when he was controversially imprisoned.
Blinken will also meet Thursday with new Prime Minister Paetongtarn Shinawatra of Thailand, the oldest US ally in Asia.

BANGKOK: Death, detention and dissolution have decimated Aung San Suu Kyi’s political party, easing the way for groups backed by Myanmar’s ruling military to claim victory at elections expected next year, analysts say.
The death this week of National League for Democracy (NLD) vice president Zaw Myint Maung — a close confidante of Suu Kyi — was the latest blow to a party crippled by the junta’s crackdown.
It came after party co-founder Tin Oo — a military general turned democracy activist — died of old age in June.
Nobel laureate Suu Kyi remains enduringly popular in Myanmar and the NLD would undoubtedly win a third landslide victory if she was to lead it into a free election, analysts say.
But the junta dissolved the party last year for failing to re-register under a tough new military-drafted electoral law, and it is barred from any new vote.
State media said on Wednesday that junta chief Min Aung Hlaing “clearly reaffirmed” the military’s plans to hold elections next year.
Many in Myanmar would see the polls as a “cunning” attempt by the junta to “earn some veneer of legitimacy,” said Htwe Htwe Thein of Curtin University in Australia.
NLD members still inside the country are struggling to “reorganize” the party due to the junta’s continuing crackdown, one senior member recently released from prison told AFP, requesting anonymity.
The NLD was forged in the bloody aftermath of a failed democracy uprising in 1988 that catapulted Suu Kyi to global fame.
For decades it was the main democratic opposition to the military’s iron grip over Myanmar, with its members enduring harsh repression.
After the generals enacted democratic reforms, it won crushing election victories in 2015 and 2020, using the logo of a fighting peacock.
But in February 2021, hours before the new parliament was to be sworn in, the military mounted a coup and detained the NLD’s top leadership.
Weeks after the coup, former NLD spokesman Nyan Win died in custody of Covid-19.
Zaw Myint Maung died of leukaemia aged 72 on Monday, days after being released from military custody.
Suu Kyi is serving a lengthy jail sentence, as is former president Win Myint, following a trial in a junta court that critics say was a sham designed to remove them from politics.
She remains widely popular in Myanmar, although her international standing has waned over her failure to stop a brutal military crackdown on the Rohingya minority now the subject of a genocide case at the UN’s top court.
Around a dozen parties have been permitted to re-register so far for next year’s vote, including the military’s proxy Union Solidarity and Development Party (USDP).
Main ally Beijing has backed the junta’s plans for the polls and this year invited the USDP and three other parties for talks in China.
Some younger members of the NLD have turned to armed struggle since the coup, joining “People’s Defense Forces” and ethnic rebels fighting the military — and breaching a key NLD tenet of non-violence.
A shadow “National Unity Government” set up to overturn the coup has also drawn NLD members away, while splits have emerged between those underground in Myanmar and those in exile, according to party sources.
Party members who have stayed inside the country have faced severe consequences in the junta’s crackdown.
Phyo Zeya Thaw, a hip-hop artist turned NLD lawmaker was executed by the junta in 2022, in Myanmar’s first use of capital punishment in decades.
Following the coup, he was accused by the junta of orchestrating several attacks on regime forces, including a shooting on a commuter train in Yangon that killed five policemen.
He was sentenced to death at a closed-door trial and executed, drawing huge criticism from rights groups.
“We will keep fighting for democracy against the regime,” a second senior NLD member said, also requesting anonymity to speak from inside Myanmar.
“We will be back.”
The NLD “has faced crushing repression for three decades and still holds together,” said independent Myanmar analyst David Mathieson.
Much hinges on its talisman Suu Kyi, 79, who languishes in a prison in the military-built capital, has not been seen in public for years and who has designated no successor, he added.
“What happens to the party after Suu Kyi’s eventual passing is the major question, and whether it could ever regroup and be a viable national force.”

SAN FRANCISCO: Ratan Tata, the former Tata Group chairman who put a staid and sprawling Indian conglomerate on the global stage with a string of high-profile acquisitions, has died, the Tata Group said in a statement late on Wednesday. He was 86.
Tata, who ran the conglomerate for more than 20 years as chairman, had been undergoing intensive care in a Mumbai hospital, two sources with direct knowledge of his medical situation told Reuters earlier on Wednesday.
“It is with a profound sense of loss that we bid farewell to Mr. Ratan Naval Tata, a truly uncommon leader whose immeasurable contributions have shaped not only the Tata Group but also the very fabric of our nation,” the company said.
Ratan Tata “was a visionary business leader, a compassionate soul and an extraordinary human being,” Indian Prime Minister Narendra Modi said on social media platform X. “Extremely pained by his passing away. My thoughts are with his family, friends and admirers in this sad hour.”
After graduating with a degree in architecture at Cornell University, he returned to India and in 1962 began working for the group his great-grandfather had founded nearly a century earlier.
He worked in several Tata companies, including Telco, now Tata Motors Ltd. as well as Tata Steel Ltd, later making his mark by erasing losses and increasing market share at group unit National Radio & Electronics Company.
In 1991, he took the helm of the conglomerate when his uncle J.R.D. Tata stepped down — the passing of the baton coming just as India embarked on radical reforms that opened up its economy to the world and ushered in an era of high growth.
In one of his first steps, Ratan Tata sought to rein in the power of some heads of Tata Group’s companies, enforcing retirement ages, promoting younger people to senior positions and ramping up control over companies.
He founded telecommunications firm Tata Teleservices in 1996 and took IT firm Tata Consultancy Services. the group’s cash cow, public in 2004. But to grow properly, the group determined it needed to look beyond Indian shores.
It “was the quest for growth and changing the ground rules to say that we could grow by acquisitions which earlier we had never done,” he said in an interview with the Stanford Graduate School of Business in 2013.
The group purchased British tea firm Tetley in 2000 for $432 million and Anglo-Dutch steelmaker Corus in 2007 for $13 billion, at the time the biggest takeover of a foreign firm by an Indian company. Tata Motors then acquired British luxury auto brands Jaguar and Land Rover from Ford Motor Co. in 2008 for $2.3 billion.
His pet projects at Tata Motors included the Indica — the first car model designed and built in India — as well as the Nano, touted as the world’s cheapest car. He contributed initial sketches for both models.
The Indica was a commercial success. The Nano, however, priced at just 100,000 rupees (about $1,200) and the culmination of Ratan Tata’s dream to produce an affordable car for India’s masses, was hurt by initial safety issues and bungled marketing. It was discontinued a decade after its launch.
A licensed pilot who would occasionally fly the company plane, Ratan Tata never married and was known for his quiet demeanor, relatively modest lifestyle and philanthropic work.
About two-thirds of share capital of Tata Sons, the group’s holding company, is held by philanthropic trusts.
His leadership at Tata was not without controversy — most notably a bitter public feud after the company ousted Cyrus Mistry, a scion of the billionaire Shapoorji Pallonji clan, as chairman of Tata Sons in 2016.
The Tata Group said Mistry had failed to turnaround poorly performing businesses while Mistry accused Ratan Tata, who was chairman emeritus of the conglomerate, of interfering and creating an alternate power center at the group.
After he stepped back from the Tata Group, Ratan Tata became known as a prominent investor in Indian startups, backing a plethora of companies including digital payments firm Paytm, Ola Electric, a unit of ride hailing firm Ola, and home and beauty services provider Urban Company.
Among his many awards, he received the Padma Vibhushan, India’s second highest civilian honor, in 2008 for exceptional and distinguished service in trade and industry.

NEW ORLEANS: Immigrants who grew up in the United States after being brought here illegally as children will be among demonstrators outside a federal courthouse in New Orleans on Thursday as three appellate judges hear arguments over the Biden administration’s policy shielding them from deportation.
At stake in the long legal battle playing out at the 5th US Circuit Court of Appeals is the future of about 535,000 people who have long-established lives in the US, even though they don’t hold citizenship or legal residency status and they live with the possibility of eventual deportation.
“No matter what is said and done, I choose the US and I have the responsibility to make it a better place for all of us,” Greisa Martinez Rosas, said Wednesday. She is a beneficiary of the policy and a leader of the advocacy group United We Dream. She plans to travel from Arizona to attend a rally near the court, where hundreds of the policy’s supporters are expected to gather.
The panel hearing arguments won’t rule immediately. Whatever they decide, the case will almost certainly wind up at the US Supreme Court.
Former President Barack Obama first put the Deferred Action for Childhood Arrivals program in place in 2012, citing inaction by Congress on legislation aimed at giving those brought to the US as youngsters a path to legal status and citizenship. Years of litigation followed. President Joe Biden renewed the program in hopes of winning court approval.
But in September 2023, US District Judge Andrew Hanen in Houston said the executive branch had overstepped its authority in creating the program. Hanen barred the government from approving any new applications, but left the program intact for existing recipients, known as “Dreamers,” during appeals.
Defenders of the policy argue that Congress has given the executive branch’s Department of Homeland Security authority to set immigration policy, and that the states challenging the program have no basis to sue.
“They cannot identify any harms flowing from DACA,” Nina Perales, vice president of the Mexican American Legal Defense and Education Fund, said in a news conference this week.
Texas is leading a group of Republican-dominated states challenging the policy. The Texas Attorney General’s Office did not respond to an emailed interview request. But in briefs, they and other challengers claim the states incur hundreds of millions of dollars in health care, education and other costs when immigrants are allowed to remain in the country illegally. The other states include Alabama, Arkansas, Louisiana, Nebraska, South Carolina, West Virginia, Kansas and Mississippi.
Among those states’ allies in court briefs is the Immigration Reform Law Institute. “Congress has repeatedly refused to legalize DACA recipients, and no administration can take that step in its place,” the group’s executive director, Dale L. Wilcox, said in a statement earlier this year.
The panel hearing the case consists of judges Jerry Smith, nominated to the 5th Circuit by former President Ronald Reagan; Edith Brown Clement, nominated by former President George W. Bush; and Stephen Higginson, nominated by Obama.

WASHINGTON: Investigators said Wednesday that air traffic controllers cleared an Alaska Airlines jet to take off from Nashville last month after telling pilots of a Southwest Airlines jet to cross the same runway.
Pilots of the Alaska plane aborted their Sept. 12 takeoff at Nashville International Airport, applying the brakes so hard that the tires deflated as they are designed to do when they get too hot.
The National Transportation Safety Board gave a timeline of the incident as part of a brief preliminary report. The agency said it is continuing to investigate the incident. The board usually issues a probable cause for accidents and close calls after lengthy reviews.
There were 176 passengers and crew members on the Alaska jet and 141 on the Southwest plane. No injuries were reported, according to the NTSB.

 

The agency said it listened to conversations between pilots and controllers and retrieved flight data recorders from both planes. Investigators got the cockpit voice recorder from the Alaska Airlines jet, but the recorder on the Southwest plane was overwritten after the plane took off.
The NTSB said that a controller told the Alaska crew to line up on runway 13 and wait for permission to take off. About a minute later, a controller told the Southwest pilots to cross runway 13 on their way to another runway, and 15 seconds after that, a controller cleared the Alaska plane for takeoff.
The Alaska plane started down the runway before the pilots cut short their takeoff. Fuse plugs deflated on all four tires on the main landing gear, the NTSB said.
